Haskovo region has received 249,300 ballot papers for the 1 November run-off, when voters choose a president and vice president. Distribution to the municipalities starts today, because there is little time before the vote.
Deputy regional governor Viktor Marev and Ina Veskova, head of the Haskovo Regional Election Commission (REC), took delivery at the Regional Administration in Haskovo. Result forms for the district and polling station commissions also arrived. All the material comes from the Demax printing house.
The papers are handed over at the Druzhba sports hall in Haskovo, in the same way as at the previous vote. Staff from the Interior Ministry's regional directorate in Haskovo guard the transport and hand-over to the municipalities constantly.
Marev said the print run is 10% above the number of voters, as the Electoral Code requires, and is matched to the voter count. The region has 225,070 voters, according to REC data from the Central Election Commission (CEC) register.
This time REC teams will collect the video recordings from polling stations that are sent to Sofia. In the first round, municipal administrations collected them.
The CEC has sent new guidance to municipalities and district commissions. It sets out the conditions under which a voter can vote again if the voting machine did not register their vote. The guidance follows problems with machine voting and mismatches between the data in the devices' memory and the voters' signature lists. Several polling stations across Bulgaria were affected, including some in Haskovo region.
Veskova said a machine may fail to register a vote if the card is pulled out before the beep or if the power goes off. She said there is no data on problems with the machines, and no information on closed polling stations, including those in the jail and in hospitals.
Veskova said the REC's 12 teams processed the result forms well after the first round. The REC drew up a checklist for filling them in, which worked well, and very few forms had mistakes. For the run-off, she expects even fewer errors and faster processing of results, because only two pairs of candidates are standing. Informatsionno Obsluzhvane has 21 posts.
The region has 475 polling station commissions, and the number is not changing. Their membership will change after requests from members, and no more than 15 people are expected to be replaced. The proposals have been sent to the CEC for checks.
