The Ministry of Innovation and Digital Transformation, the Ministry of Interior, and the State Agency for National Security have been conducting joint investigations over recent weeks. This was stated by the Minister of Innovation and Digital Transformation, Ivan Vasilev, to the media.

According to the Minister, the investigation into the diversion of funds through a «piggy bank company», which paid for flights for DPS chairman Delyan Peevski, is only the beginning of a larger process. Vasilev explained that the information brought forward by Minister of Interior Ivan Demerdzhiev is based on an analysis of thousands of public procurement documents. Through the SIGMA system, this process took only days, whereas a standard audit by Ministry of Interior employees would have taken months.

In April 2022, the Road Infrastructure Agency (RIA) announced a procurement for guardrails across six positions with a value exceeding 253 million levs. Four consortia and one company participated in the initial bids, offering prices at the estimated value. Following contract indexation, the total amount has risen to over 400 million levs.

The Minister revealed specific details regarding the participants in the tenders: two of the positions were won by a firm without competition, while two other companies that concluded contracts for different positions are registered at the same address and are father and son. Furthermore, before becoming Chairman of the Board of RIA, the current head of the agency served as the financial director of one of the firms participating in these consortia, which currently receive 99.6 percent of state guardrail procurement.

«We have information on former and current politicians, we have information on procurements that occurred in the past; we are unraveling this oligarchy», stated Ivan Vasilev. He added that when working with version 2 of the SIGMA system, connections are visible from almost the entire political spectrum, which, according to him, is a societal problem due to the intertwining of political and economic interests.
