Bulgaria's parliament will vote on second reading on changes to the Insurance Code put forward by "Progressive Bulgaria". The vote is in the parliament's programme. MPs passed the text on first reading on 23 September.

Under the changes, the Financial Supervision Commission will be able to decide on its own to cover a shortfall in the funds run by the Guarantee Fund. For now, it can do so only on a proposal from the fund's management board.

The second change lets the Guarantee Fund pay through the Security Fund, instead of the National Bureau of Bulgarian Motor Insurers, for debts to an insurer whose licence has been revoked. These include compensation, interest, claim-handling costs and processing fees. The bureau will not have to put up the money first and then ask to be repaid.

The authors of the bill say this will let the fund respond faster when it needs extra money.

MPs will also discuss a draft decision to approve an updated investment project, "Acquisition of surface-to-air missile systems", which covers five new systems.

The Council of Ministers has also put forward changes to the Law on Weapons, Ammunition, Explosives and Pyrotechnic Articles. These are up for second reading. Changes to the Law on Technical Requirements for Products have also been tabled and will be debated on first reading.
